He was a dishonest official (佞臣) during the Sui Dynasty, but a loyal one during the Tang Dynasty.? When Pei worked for Emperor Yangdi (隋炀帝) of the Sui Dynasty, he often said things that would please him. He never disagreed (不同意) with the emperor’s ideas, even though he knew they might be wrong. He knew that the emperor liked fighting, so he suggested fighting many wars. This, however, led to Sui’s downfall. The wars cost too many human and material resources (人力物力).? When the Tang Dynasty began, Pei started to work for the new government. He seemed to become a different person. He didn’t flatter (奉承) Emperor Taizong, but always spoke out against his wrongs. He helped the emperor make the right decisions.? Why did Pei change? According to Chinese historian Sima Guang (1019-1086), it wasn’t really Pei who changed.
